Where I live the phone lines are underground. Every winter when it rains and the underground fills with water my line and my goes out. this has been going on for the 20+ years that I have live it this house. The problem never gets fixed.

In the pase AT&T wdould forward my line to my cell phone. Yesterday I was told that AT&T does not do this anymore.

I want to know Why wont AT&T fix the underground problem and Why wont AT&T forward my line to my cell.
