no milk in ice coffee - Iced Coffee

I just returned from vacation in Littleton Co. I visited three McDonalds around Littleton during the week and not one would put MILK in the ice coffee without charging $1.00 for a carton of milk. I live in Massachusetts and always get milk in my ice coffee. Why can't a health conscious state like Co. get milk in the ice coffee without being charged?
