Monro Muffler Brake & Service Complaint

I went to Monro in May or June of this year for a oil change on a 98 Cadillac and paid $30 for 8 quarts of oil a week later my oil light came on saying low oil,I had to add two quarts of oil.My car does not burn or leak oil. I just went to Monro yesterday (8/12/08)for a oil change on the same car and to remind them that they were 2 quarts shy on my last visit.
They were advertising $19.95 special on up to five quarts of oil and that included tire rotation,brake inspection and tire pressure. They in no way they removed any tires or checked any brakes,I was looking through there window the whole time but they did check the tire pressure. When my bill came I was charged $38.50 that means I paid $19.00 including tax for 3 quarts of oil,when I ask about the bill and reminded him that I was shorted 2 quarts of oil on my last visit he said I should have brought the car back then (I was 100 miles away when my light came on)he also said that the price of oil is up and was willing to give me a $5.00 coupon for my next visit. I e-mailed Monro customer service and got no reply. The shop # is 110 in North Versailles Pa. Steve
