burned out house - House Insurance

My neighbor's house caught fire about 6 weeks ago leaving hasmat rubble and trash strewn all over his front yard and blowing all over the neighbors yards. Allstate won't even send anyone out to board up the house. There are rats and other rodents all in the trash that was left behind in the garage mostly but all over the house. I don't know who to call to complain about this eyesore and dangerous chemicals left behind. I really don't care when they fix the house but they could really come and get rid of the trash and board up the house.
