Worst Experience - Customer service

This was one of my alltime worst experiences buying over the internet.The website is misleading and they cheat consumers and tell them that you will recieve free item with orders totalling 250$ and then ditch you .Even worse theres only one customer service representative who is the most rude unprofessional ,disgusting person .He has no knack for customer service ,does not value the consumer.I will never buy anything from them.

I purchase a mikasa flatware set from Western Silver and got an email from them that it will be back order for 60 - 90 days. So I wrote back to cancelled my order since they cannot fill it in a reasonable amount of time. I email them to credit my Account and it has been over a week and still have not seem the refund to my credit card. This company is defintely the worst experience that I have from buying online. No company in my experience treat consumer this way! Is there some auhtority that we can report this to?
