Unbelievable Incompetence

I tried to subscribe to the Sunday New York Times . After 3 weeks of non-delivery (and a phone call each time telling me to wait just one more week), they finally admitted that they don't deliver to my address. OK, fine, just refund my money.
So now its been 4 weeks since that phone call. I have called every week and each representative just kicks the can down the road another 3-5 days. Its not a lot of money, but I have a problem with people stealing my money.
