Terms of Service Delays - First Class Mail

When you publish a First Class mail terms of service that says 4-10 days you shouldn't get to delay the mail if it moves too quickly.

The package has missed three delivery days after arriving to what I'd call across town (our Metro Area) in less than 24hrs.

I've seen the USPS take the full 10 days to move a package 10 miles, Can you say work slow down?
