Rebate Issue - Rebate

I placed a order with ecost during a promotion period which mentioned i will be receving a $30 rebate if i place a order for $100 or more and make the payment using paypal. The advertisement on ecost mentinoed the rebate will get credited to my paypal account with in 6 to 8 weeks. I have not received any rebate and when i call ecost they say its Paypal's promotion and when i call Paypal they say they don't have any information regarding the promotion. Also when i want to return the products ecost says it only accepts te returns for 30 days.
Finally after all the customer calls and all the pain and frustration of explaining the issue i realized its a rip off.
