No commitment - feeling Indignant - Pavilion 1211TU

I bought a HP Pavilion dv4 series laptop, at that time company was offering an offer in which they were promising to give a mobile(MOTO Q8) in 4000 INR.
I paid them 4000 INR, and they sent me mobile after two months and they sent me different model (MOTO E8), which is altogether different from the promised one, so like this I wasted my 4000 INR also.
I made a complaint to HP also, writing mails to them, but after writing a complaint to their site also, there is no improvement.
