I have yet to have a good experience at this McDonald's because you either are treat very rude, you don't get what you order or you just get so frustrated with the service and general attitude wonder why you every thought about stopping by again. This McDonald's needs immediate help with training and customer service skills.
Thank you.

Second, only managers are allowed to issue refunds, as McDonald's has trust issues with their regular employees. It's not that regular employees don't know how, it's that they risk getting fired if they nick the manager's code and do something like that.
Third, if the manager was legitimately busy, then I can understand why they didn't feel inclined to devote their attention to you. After all, you're moaning about what I can only assume was a few dollars difference due to a miscommunication.
Next time, if you can't afford a restaurant or don't have the time to cook at home, try a sandwich place like Subway or Quiznos, or some place where they make something in front of you. You'll probably be in and out faster anyway, and the likelihood of your order being messed up is obviously reduced.
Avoid places with both a drive-thru and eat-in as the chances of your order getting messed up there increases dramatically, due to the orders from eat-in/drive-thru being crossed accidentally, stuff being handed out to the wrong car (thus making future orders also go to the wrong car until someone notices), and just the fact that it will be busier at those locations most of the time.
