Is this company a Scam? - Mikasa French country flatware

I order a set of Mikasa Flatware and got email telling me it is back order for 60-90 days, I immediately wrote back to tell them to refund as they cannot fill this order in a timely manner. It has been a week and still no refund to my credit card. This is the only worse experience that I have had since buying online which I do a lot! Makes me wonder if this company is a scam, take your money and cannot fill order and does not refund!
