Installation - Local phone service

I am trying to get phone service for my mother who is in a rest home in Kannapolis, NC. I was advised 4 days ago that installation was comlete. I advise them phone not working. I called again on the next day and was advised it would be fixed within 24 hours. After 26 hours the phone number given was being answered but not on my mother's phone which was still not working. After 1 and 1/2 hour on the phone they assured me that a technician would go there within 24 hours to make sure it was working. It has been 30 hours since and it is still not working. I was advised that a technician had checked it out from their center and it was working. Again I have been advised 24 hours. Unbelievable.
