Bank of America goverment should take action

I paid for a mortgage application with Bank of America a $500.00 fee. I first paid a $500 .00 fee with Quicken Loans. I had refinance with this company before and was going to refinance with them again. I called Countrywide because they wanted to charge me extra for flood insurance. My mortgage changed from Countrywide to Bank of America.
When I called them they tried to convince me to go from Quicken Loans to Bank of America also to entice me to get a credit card with their company. They had told me since everything was so good with my credit at that time they did not need any information for me.
After signing with Bank of America I had waited over there sixty days for my new mortgage. I had asked Bank of America where my mortgage was. Since these days they have said I am over extended and they need to appraise my house again. I had my house appraised twice with Quicken Loans and had two greatly different appraisal.
My loan was approved but when I called Bank of America they talked me into going with them. I went with them and now they want to turn me down after the 60 days I was suppose to have my mortgage. Now after the 60 days they want my finances, and to appraise my house to be able to turn the mortgage down which was 4.8 percent, which would have lower my payments by $200.00. On this consumer complaint page this seem to be a normal for Bank of America when is the government going to stop this way of doing business with the public.
