Baggage Issue - Baggage Handling

Hi,
I was traveling to India on 23rd Nov 2008 by American Airlines flight, the itinerary was Austin-Chicago-Mumbai. I had 2 check in bags and 1 carry on bag with me. The dimensions and weights of all the bags followed the instructions on American Airlines website and as I was told by the AA agents on phone when I purchased the ticket.
I was asked to place the carry on bag in a container at the ticketing counter and the bag did not fit there, although the dimensions and weight of the bag was less than that mentioned on American airlines website i.e. Size per piece - 45 in/114 cm
(carry-on) and Maximum weight per piece - 40 lbs/18 kgs.
(carry-on). This rule of placing the bag in the little container was never put up on their site or no one ever notified me about it.
I was forced to check in the carry on bag and was charged a fee of $150. I had no other option than paying the fees. Also as I reached the gate, I saw a lot of other people carrying bags bigger than mine without anyone stopping them from doing so. I brought this to the notice of the AA gate agent but he said that there was nothing he could do.
I have flown with AA a lot of times and have carried the same bag as carry on bag and never have had such issues before. This was clearly an injustice done to me.
I contacted AA for the refund, but they refuse to help. I need some help here.
