AT&T customer service - AT & T Wireless

I have extremely limited usage of my AT&T wireless phone in my office located a few blocks away from the nation's White House. Others in my office with different service providers than AT&T have no problem using their cell phones. I took the battery out and put it back in as suggested by AT&T and purchased an upgraded phone again as AT&T's suggestion. Finally having had enough, I decided to terminate my contract and go to another service provider whose phones work in this building. I am by the way on the sixth floor of a seven story building within 4 feet from a window facing the outside of the building, so it is not exactly underground or an enclosed area where the cell phopnes may not work well. A fter all other people's phones are working!
AT&T is now telling me that I have to pay $350 early termination penalty to leave them (my husband and I both have AT&T contract as family plan). When AT&T dumped us to Singular some years ago, we ended up buying new phones, because the AT&T phones became unusable. AT&T picked us up again and we ended up buying telephones again because the phones we used wirh Singular service became unusable. Now AT&T is telling me that I may yet want to buy another set of phones (although they are also saying that they will not guarantee that what I buy next will work any better)and try that or pay the $350.00 to terminate my contract. I do not recall anywhere a document that I signed which said that my telephone may not work in Washington, DC or that it may not work within buildings, which is what AT&T is telling me now to force me to buy either more phones or pay a penalty. I offered AT&Ts customer service to call me on my cell phone or have me call them to demonstrate how hard to impossible it is to conduct a conversation, they did not want to take me up on my offer. I asked them to waive the termination penalty, they would not. I am now asking again that they waive the early termination penalty. I already spent more than enough on AT&T to have wa working phone. AT&T is not holding up their end of the bargain, I should not be penalized for wanting to go elsewhere to get a working wireless phone service.
