Regence is the worst experience I've ever had with an insurance company (which is saying something). We applied because we moved to Idaho and needed to switch from our California based insurance. We had learned we were pregnant in July (still covered by previous insurance) and were told by Regence that because we were previously covered, the pre-existing condition wait term did not apply and we could be covered immediately. So they jacked up the price to $400/mo for just my wife and gave the covered pregnancy as a reason. Then after we'd signed the paperwork, They sent us a notice saying the pregnancy was not covered because it was a pre-existing condition...

Thinking it was some kind of mistake, we called back and the reason they gave was that they had no information on previous insurance for us... which was funny since we had a copy of our application they sent us which had all of our previous insurance information on it. So they caled the previous insurance company and decided to "give us a break" and only have our pre-existing term last till 15 DAYS AFTER OUR DUE DATE.

So basically, Regence will lie to get your money and then refuse to cover anything for the first year... even though your rates will be the same as if you WERE covered.
